We will be doing some work at the pool and in all 6 phases. Please come and help out. Men, women and children are welcome. Children must have a parent with them. If many of us help out, we can get the work done quickly.

Team captains in Phases 2,3,4, and 5 are Tom Hall and Miles Robinson. Please let one of them know if you will be able to help this Saturday. If you don't know until later, just show up at the pool.

Team captain in Phase 1 is Rik Craig and in Phase 6 is Dave Cotten.

Storage of Boats, Boat Trailers, Jet Skies and Recreational Vehicles

Storage of Boats, Boat Trailers and Jet Skies on your property is only permitted if they are stored behind your house or garage and out of sight of your neighbors or in your garage.

Recreational vehicles such as campers, trailers and motor homes can not be stored anywhere on your property unless they can be stored in your garage, with the garage door closed. We also want to remind owners that storage is not permitted in the designated parking areas of the common docks, road sides or circles at the end of a road.

In the next few months a representative of Duke Energy will be inspecting piers, docks, beaches and coves on Lake James. Homeowners are advised to examine their lake fronts, piers, docks, lifts and coves to make sure they meet the construction, permit, appearance and safety rules and regulations of Duke Energy as they pertain to property on Lake James. It is our understanding that warning letters and or violation notices could be issued for non compliance.

We have been having some neighborhood break-ins again. They are stealing things out of unlocked cars. Please keep a watch out for anything suspicious and lock your homes and cars.

Local law enforcement agencies seek credible information concerning suspects involved in crimes. Please call the Morganton-Burke Crime Stoppers Hotline at (828) 437-3333 to provide pertinent information which will assist investigators. Remember, you do not have to leave your name and a CA$H reward may be offered if your call leads to an arrest.

We need volunteers for Clubhouse clean-up and painting, as part of our objective to keep our East Shores community beautiful without the need for expensive outside labor. To accomplish this, we will have on hand the following items: Paint, Rollers, Roller pads, Roller pans, Roller Pan liners, large canvas drop cloth, sandpaper and masking tape.

Please bring with you the following additional items:

Stepladders

We have one more work day planned in March to refurbish and plant trees and shrubs in the East Shores Community.

We really need your help! We all should take pride in how East Shores looks. When we all assist in the work we are saving the association money.

Saturday Morning, March 26th, 2011 from 8am-noon - planting new easy to maintain trees and shrubs

We hope you have noticed the things that were done by about a dozen of your fellow homeowners on March 12th. Some shrubs and trees were removed from all entrances into East Shores. Fences were painted and some of the pipes in the septic fields were cut off to even heights and painted black so that they are not so visible when you drive into a phase.

We will meet at the clubhouse parking lot on the work days and disperse from there. Please bring any tools you have to assist in the work. (gloves, chain saw, hand saw, rake, shovel, leaf bags, ladder etc.)

Aqua - NC Utilities Commission docket - W-218

My name is Juli Williams, and I am working on behalf of Mallard Crossing Subdivision homeowners to gather contact information to oppose another AQUA NC waste water fee increase as well as a water usage increase.

Aqua filed a notice with the NC Utilities commission on Nov 19th indicating they will be seeking another rate increase. (See NC Utilities Commission docket - W-218). I am hoping to compile a list of customers who oppose another rate increase as we do. They are asking for $48.81 flat rate water + usage, and 72.00 flat rate sewage.

We have had articles in the News and Observer, we are filing petitions, we have an online petition as well, we have a "Residents Against Aqua" Facebook page etc. We are trying to get as many Aqua customers involved in fighting this. Please give out my information as needed!

Significant rainfall for Upper Catawba

A significant rain event is being forecasted for the entire region today, including the Upper Catawba River Basin and Lake James, where four inches of rain are possible. The Lake James community should be aware that the lake level could rise four to six feet from its current level of 87.4 feet. Please be alert to this potential. Duke Energy has been working diligently this week to move water from Sunday’s rainfall event downstream through the basin to create storage for this impending rain. East Shores Volunteer Work Days

Two work days are planned in March to refurbish and clean up some of our landscaping in the East Shores Community.

Saturday Morning, March 12th, 2011 from 8am-noon - removing the old/dead stuff

After a little confusion as to when Beggars Night really was the Phase 6 kids went around and had an awesome time! They pulled in about 2 pounds of candy each and it was the GOOD STUFF too =)

The new section of Lake James State Park is open and beautiful! We spent the afternoon there. They have walking trails open and the swimming area is open. Dogs are OK everywhere but on the beach or in the water.

Duke Power to lower Lake James water level by 15'

Depending on your source, Duke power is going to lower the water level of Lake James by 15 or 20 feet. The Morganton News Herald says 15 feet starting in November, other 'in-the-know" sources say it will be up to 20' lower. Neighborhood Pride

Owners are reminded that under Article IX, Section 14 of the East Shores Association Covenants and Bylaws which in part reads as follows:

Each owner shall keep his lot in a clean and orderly condition and shall keep improvements thereon in a suitable state of painting and repair……

The board has interpreted the above clause to include, but not limited to, regular mowing, trimming of all trees and bushes, and weed control in a reasonable and respectful manner. In addition, all trash and other materials, including building materials, must be removed within a reasonable period. For those who have trash pickup from GDS, it is picked up on Thursdays. Please put trash out the night before or the morning of and then store your trash can out of sight.

Your cooperation is appreciated to help maintain the appearance and value of all of our properties.

Pool Repairs and Opening

Repairs are moving along well on the pool. The painting was completed the week on May 10th. Tile and grout have been cleaned and all lights are working. Plans are to have the pool open at least by the end of the month.

When the pool is open we will send out an e-mail. If we don’t have your address, please call Gail at 584-0382 and give it to her to add to the list.

New Locks on the Pool and Tennis Courts

We have had the locks on both the pool and tennis courts rekeyed. Keys are available for all property owners. The key will not be able to be duplicated therefore, if you lose your key a replacement key will cost you $25. You must sign for your key when you get it. If you sell your property it is your responsibility to see that the key is passed on to the new owner.

Saturday, May 22 you will be able to pick up a pool key from 10:00 to 2:00 pm at Gail Cotten’s home. Give her a call to get directions to her home. If the 22nd doesn’t work for you give Gail a call and make arrangements for another time.

New Safe Boating Laws

Individuals under 26 years old planning on operating a boat or personal watercraft, powered by a motor 10 horsepower or greater, must now complete and pass a Boater Safety Course and possess a certificate showing successful completion. Individuals to whom this new law applies may visit http://www.boatus.org/ to take the course online, test, and print out the certificate for free.

Individuals under the age of 13 must wear a personal safety device (vest) when the boat is moving or not anchored.

Board meetings are held every month except July and December. We will be meeting on the fourth Tuesday of the month until June when we will go back to meeting on the 4th Monday. Note the change of day of the week. You are always welcome to attend any meeting. We make the first part of our meeting available for homeowners to ask questions and bring concerns to the board.

Habitat for Humanity 2010 Construction Season Begins

If you are looking for a worthwhile cause to devote volunteer time, then Habitat for Humanity deserves consideration. Several East Shore residents are regular Wednesday volunteers. Jeff Taylor (Phase 2) and Nelson McCrea and Dave Cotten (Phase 6) are regular members of the “Wednesday Warriors”. There are others in communities around the lake who are also regular volunteers.

By-Laws Amended - Short-tern Rentals

At the East Shores Owners Association Annual Meeting on Sunday, April 25 a vote was taken for the addition of an amendment to our By-Laws regarding short-term rentals. Per the letter and amendment proposal sent to all property owners on March 17, 2010 stating that East Shores is a single-family development and that any property that is within East Shores shall be rented as a single-family unit for a period of not less than 3 (three) months. No housing unit located within East Shores shall be marketed or leased as a vacation or short-term rental unit as specified under the approved Ninth Amendment.

The amendment was passed by a vote of 117 for and17 against. Therefore, passing with greater than a 2/3 majority vote. The signed amendment forms will be properly filed by our attorney at the Burke County Court House.

A letter will be sent to all local realtors notifying them of the new amendment concerning rentals in the East Shores Development as soon as the amendment is filed with the county.

If you are currently renting a house or will rent in the future, it is important that you let the Secretary of ESOA know your tenants name and phone number. We would like to keep the renters informed about things going on in the neighborhood. Thank you for your help in getting this information to us. It would also be helpful to know who is managing your property.

We thank you for taking an interest in your neighborhood and sending in your vote on the rental amendment and the election of the EOA board.

Thanks to Tom Hall who has served on the board for three years and as our president for the last two years. Tom will be going off the board, but still pledges to help when needed. Monthly Board Meetings

Board meetings are held every month except July and December. We will be meeting on the fourth Tuesday of the month until June 2010 when we will go back to meeting on the 4th Monday. Note the change of day of the week. You are always welcome to attend any meeting. We make the first part of our meeting available for homeowners to ask questions and bring concerns to the board.

New Locks on the Pool and Tennis Courts

We will be having the locks on both the pool and tennis courts rekeyed before the pool opens. Keys will be available for all property owners at the Annual Meeting.

The key will not be able to be duplicated therefore, if you lose your key a replacement key will cost you $50.

You must sign for your key when you get it. If you sell your property it is your responsibility to see that the key is passed on to the new owner.

If you are unable to attend the meeting please contact Gail Cotten at 584-0382 to arrange at time for you to pick up your key at her house.

Pool Repairs and Opening

Due to the wet and cool weather this past fall we were unable to make the pool repairs. The repairs and drain cover replacement required by law will be done in the spring before the pool opens for the season. We must have weather around 60 for at least 4 days and no rain to do the job. The pool will open when the job is completed hopefully before the end of May. Pray for warm weather and a week of dry weather.

Pick Up Dog Poop

It doesn’t matter how small or large your dog is, it is the polite thing to do to pick up your dogs poop.

There is no other way to say it. We have complaints from neighbors of some not cleaning up after your dog when you walk them. Just carry a plastic bag with you.

Habitat for Humanity 2010 Construction Season Begins

If you are looking for a worthwhile cause to devote volunteer time, then Habitat for Humanity deserves consideration. Several East Shore residents are regular Wednesday volunteers. Jeff Taylor (Phase 2) and Nelson McCrea and Dave Cotten (Phase 6) are regular members of the “Wednesday Warriors”. There are others in communities around the lake who are also regular volunteers. Contact Dave Cotten if you wish to join the Wednesday Warriors. 584-0382

Volunteers are also welcome to help build on Saturdays. The 2010 season started March 1st. Call the Habitat Office on Fridays to learn the location of that Saturday’s worksite. 437-0370
